before you rip the thing apart, try fresh fuel, get ALL the old out of the tank, drain the bowls, retry with 100% absolutely fresh fuel.
The throttle cables must have adequate freeplay to allow full closure of the throttle plates. Fine tune the freeplays to enable acceptable "snapback". Obviously, avoid, adjust and correct any hanging up of the throttle.
