How do you know HID bulb is fine? Did you test that bulb with different known-good ballast?

Intermittent failures are not relay-related as they typically are yes/no conditions. Sounds more like wiring or switch issues.

Remove HID kit and restore low-beam light and circuit to factory condition. I bet it'll work perfectly fine then.
