So we bought carb cleaners , did sprayed the 4 transition ports , and mixture ports. recheck all the hoses 1 was cracked(coasting enrichener fuel source) cut the cracked part and stretched it to accommodate the nipple ,we put RTV silicone in the diaphragm cover to seal it more just in case.
it runs now does not surge anymore from 1500-3500 suddenly and hangs there, now it goes up and down very slightly.

my brother dont know how to sync the butterfly valve and im sure its the cause(because he was the one who put the carb all back together) but im happy that we got some progress right now , it was the carbs all this time.
