To answer a couple questions: no shipping (I'm selling it cheap in hopes of a fast/easy sale to a local enthusiast), and it was running but the idle was hanging. The carbs need more adjustment to eliminate the rev hang. I would have zero hesitation to ride this bike on the street once all the provided parts are installed and the carbs are sorted.
