1. determine which cable-end is throttle-pull/open vs. throttle-close. Twist grip in towards open-throttle position and find cable-end that gets shorter as you open throttle.

2. put that cable-end on carb-opening side of throttle-cam.

Although due to access & clearance issues, I prefer to put closing-cable on carb-closing side of throttle-cam first since it's slightly behind opening cable.
