A lighter rider does not always have an advantage if they have to add weight to meet a minimum. While riding, a heavier rider can move his/her weight around and change weight distribution to a greater degree than a lighter rider can. With fixed weights the lighter rider is stuck with where they chose to place the weights for the race.

Dani Pedrosa has a lot of difficulty wrestling around a MotoGP bike and he also has difficulty getting enough heat in the tires at the start of a race. All because he is so small.
