By “oil full”, does it go to top of sight-glass with just tiny bubble at top?
What type/weigh oil used?
How much do you weigh?
Are you fully compressing forks under braking?
Use zip-tie on fork-tube to measure.
If you are fully compressing forks, perhaps slightly stiffer springs may help keep bike more level.
