Uh... well.. yeah it really does matter...
Even if someone wants a bike just to learn to wheelie, they should learn to control the bike completely first otherwise they're not only putting their lives in danger, but the peoples lives around them. In the wheelie video at one point someone was walking by while he tried to wheelie. What if he lost control, the bike slid out and hit the passer? Part of being a good driver is keeping yourself safe while making decisions that wont harm others. If he wants to just learn to wheelie, do it on a dirt bike or something, somewhere where others safety is not a fact.
But, by the vid in the OP of this forum, I really cant see much wrong. He was a squid for weaving and not wearing ATGATT, but when he crashed it does look like he looked away for a second and then was S.O.L. I think any noob could make a mistake like that.
