Honestly, it's your weight. Force = Mass * Acceleration, therefore Acceleration = Force/Mass. Your bike does not have enough HP to change the rate of acceleration past 80mph. Wind resistance plays a major factor as well. If you are not able to tuck in due to your size, it's hindering your top speed. You're acting like a parachute on your bike. When you are on a decline, you're able to slightly overcome this barrier because the larger mass you have, the greater earth's gravity affects you.
