Yep. The key hole needs to get be turned back before it will come out. Shaking the bike upside down will be pointless until you do so.
All kidding aside, it looks like we've seen enough advice now.
- get key hole straight
- get key fragment out (if possible)
- drill hole to remove last screw and replace (if necessary)
- get new keys made up with secret code from lock cylinder
