a fuel filter catches junk in one direction and will release that junk in the other direction ! and you really can't clean them enough to prevent the junk from infecting the carbs. Sounds like emulsifier tubes to me as well, I think those carbs need to be dipped for a long time !
I know this is an old thread but I am interested if he ever got it running right again !

Pretty sure he just mean't swapping the shorter fuel line for the longer fuel line to get a better position for the filter.
