If you got a retail packaged Kawasaki oil filter then it likely would have included one but the O-ring has its own part number (671B2590) when ordering from the OEM parts catalog. Kawasaki does sell retail oil, plug, and filter change kits for many of their bikes but they usually list the supported engine models instead of the specific bikes. I haven't seen one for any of the 250 engines.
