Yes, it's real. A world championship level 300cc production based class:

This is good news for small bike racing. It will help grow the classes at the club level and create a bigger performance base for these smaller bikes. The class structure could easily be applied to club racing so that we'd be able to race the same spec bikes that they do at the world level.
