Not that I know of, neither game play nor official announcement to game element changes about arty accuracy.
IME, accuracy of arty shots have a lot to do with your computer performance and internet connection rate and ping during game play..
If you are getting hit more often than before, likely you need to move between reloads or find better cover.
There are mods that give you reload indicator on minimap for tanks that are spotted.. not sure if it would get u banned.
