I got one of those 5 dollar neck warmers from Walmart last winter, and it is by far the best piece of winter gear I got. It doesn't look windproof, but I've worn it in well below freezing temps combined with a balaclava, and my neck never got cold. I hate my neck being cold, so I wear it a lot when off the bike too.
