Try pulling the legs up, not down.
When I put my boots on I pull the legs up, then put the boots on. All the bunching ends up above the boot, when on the bike your knees are bent and I hardly notice it.
In my Joe R. Pants I moved the guard up, there are multipal adjustments in the legs.
