I just looked again. Someone tried an extinguisher at the beginning of the video 0:55. Looks to be just someone who had one in his car.
However, at that point the bike had been burning for a good 30-45 seconds at least. The extinguisher didn't even come close to putting the fire out after spraying it for almost 30 seconds straight.

I'm wondering if it was the wrong kind of extinguisher maybe? Emptying an entire can on a fire that small seems like it should have put it out. Granted the fire had plenty of air and fuel, but it was small, I figured 30 seconds of extinguisher should have easily choked it out?
