Hard to fault someone who stops and helps. I think he did go to around the bike below the cases and aimed under the bike. I just think there was gas everywhere and he couldn't get the base of all the flames. Maybe a few moments earlier would have been the difference.

Unrelated type of fire but I have seen the fire dept outside my office building putting out a mulch bed fire with 2 water based extinguishers unable to keep up with the flames, then just putting them down grabbing one hose and hitting a wider area. They were a few minutes beyond what extinguishers could do.
