Fuel Not Flowing to Carb Bowls

Have a 2007 Ninja 250. Currently getting the fuel tank cleaned as it sat a while with gas. Noticed that when I start the engine the fuel is not flowing to the carb bowls (I had drained them first) and the engine does not start. It appears the petcock is working to flow fuel when there is vacuum. So, if fuel is not getting to the carb bowls, does that indicate the internal carb passages are clogged? Perhaps I need to pull the carbs and clean them. Not looking forward to that. Thanks.
