HI Steve, it's good to meet you. If you're saying that the output hose of the petcock flows plenty of gas when you disconnect it from the carbs and crank the engine, but it's not getting to the float bowls, yes, something is wrong, like the float needles are stuck closed from gasoline turning to varnish. You can bet that if that's the case, there's a lot more to clean then the float needles and seats.
You may know, but Ducatiman here on the board does professional carb refurbs at a reasonable price. That is, if you don't want to do the work yourself.
