could be the radiator is clogged, or the cooling system has bubbles in it? maybe the water pump has damage and isn't pumping adequately. when it was flushed, did it flow well through the engine? sometimes crap builds up and can form an obstruction. blasting it out with pressurized water can fix it if thats the case
