There are no rust holes to be seen, but it might be that some of the
internal parts are destroyed, similar to what you suggest.
The 250 has been used when temperatures have been above 2 degrees C, or when it's likely not to be ice on the road. Still, that includes driving in rainy conditions and having the bike exposed to road salt.
(I used a Honda CB 125 F with 160 metal studs per tire (Heidenau K41s) , from october and until now. Down to about 10 degrees C (14 degr. F) it was ok. -23 degrees C (-9.4 degrees F) was definately too cold, at least with my equipment.)
