Make sure the petcock is flowing properly.
Other than that, sounds like what mine did when it needed a carb cleaning.
If nothing has changed except it sitting inside and not getting ridden often, it points to dirty carbs to me. Gas can go bad quicker than you think, and the ninjette has tiny carbs that get gummed up easily.
