The government can "want" electric vehicles and make laws saying car makers must change, but they can't increase availability of cobalt and lithium.
All they are doing is making laws now that will be removed later when reality sets in. There's a reason why a good electric bike costs double what the gas equivalent costs.
There have been no breakthroughs in battery technology, after 20 years of trying. We are still tied to the same technology created in the 70's. Some of these battery companies are saying "we're close to a breakthrough" which is marketing speak for "we are running out of money, please give us more."
