I've found the "finger technique" does nothing. It often just shows how mad you are. Plus the driver of that car is going to drive that way no matter what happens. My friends wife is a compulsive tailgater. Its to the point nobody likes to ride with her. She just drives like that. He even said she has tried to break the habit, but she goes back to doing it again.

So it isn't always people trying to be a pain in the butt, some just drive like that, and giving them the finger won't change that.
