Back in the day we used Ninja 250 bars on our race Ninja 500 because they were lower. The inside needed to be opened-up because the 500's tubes were larger, but other than that they bolted on.

So if you used a set of EX/Ninja 500 bars they would be higher, but you may want to come up with some type of shim to get a snug fit on the smaller 250 fork tubes.
