They are strainers that stop any large particles in the tank from continuing on to the carbs.

The small inline filter (about 1/2 way down on the page) that is inside the fuel line at the carb inlet.
If either are restricted you won't get adequate fuel flow.
I Dont think is a petcock problem, i would try to make a "jump start" because i already ccleaned the air filter, sparks, drain the air filter box and the bike won't start
