With open-circuit on black and green wires, you should also see +12v on those terminals due to 12v coming from red side of coil. Unplug black and green wires and confirm you have +12v on those terminals of coil as well. If not, coil is bad.

Then to fire spark, ECU grounds black/green wire to dump coil and fire spark. No way you can measure this grounding signal with voltmeter. With oscilloscope, it looks like this. Signal is high most of time from constant +12 red wire to charge coil. Then momentary lows when spark is fired.
