Yes and yes.

You have to mount magnets to the wheel and a sensor. The usual setup is to replace the brake disk bolt with a bolt that has a magnet in its head and mount the sensor to the fork leg.

You could also install it on the rear wheel. You need at least one magnet but can use up to 6 evenly spaced. The more magnets the smoother the speedo will read. The sensor needs to be no more than 8mm from the magnets to read properly.
