The only thing that makes sense is you got spacer 92027A reversed. Then it would cause:

1. Wheel to stop spinning, because spacer flange would squeeze seal instead of pressing on brake caliper bracket
2. Only way for wheel to spin would be for axle-nut to be really loose, thus wheel would wobble
3. Wheel would sit further to left
4. In order for brake disc to fit, wheel would lean to right
5. Under braking, wheel wobble would cause bike to wiggle in different directions like snake

You need to replace seal 92049, it's most likely damaged. This will allow dirt in and damage wheel bearing quickly and need replacing in less than a couple months.
