It's not counterproductive, it actually lowers the effect of wind noise on the music quite a bit. The earplugs help prevent hearing damage, while the volume is turned up not so it's overly loud but just so you can hear it. Put some earplugs in, put headphones on, and see how loud you have to turn up the volume (not much at all, you'd be surprised).
Same concept as Dolby B/C noise reduction for those that remember cassette tapes. Basically all it did was raise the volume of the frequencies close to the "tape hiss" sound, and when enabled the cassette player then lowered the volume of those same frequencies so the music at the end of the process sounded better with less noticeable hiss.
