Crap, noticed that in your first post now. If it's all F'd up from vice grips. I would probably grind the top off, get the cap off/cam out. Then use the vice grips/pliers on the stud.

I luckily got it out by hammering down a nut driver onto the cap and used an air gun with 120 psi. phew.
now all i need to do is buy a new bolt. thanks for all of your guys' help once again.
