I ran into similar situation here in NE. I didn't need other forms of ID for temp permit, but when I went in for drive exam (by appointment) they wanted birth certificate or passport. I hadn't seen that requirement and it wasn't mentioned when I made my appointment. They just about didn't wait the 10 minutes it would take my wife to bring it down and turned me away at first. They reconsidered though and all went well. DMV has new rules to follow but they are not the enemy. I understand the excitement of trying to get on the road. I was a little hot when the told me I would have to reschedule too after taking time off.
Be patient! TSA does have a lot to do with it. Wasn't that long ago they were talking about having to have passport to fly. I have mine but glad my state adopted the requirement. I much prefer showing my passport once to DMV rather than having to carry my passport to fly domestic.
