I applied for mine a couple weeks, maybe a month, ago in NY. Waiting for my last reference to get his sheet signed by a notary and sent in before a judge accepts the application for review. Call your pistol permit division and ask questions, I had all that extra info with in case but they only asked to see my license. I opted out of the REAL ID after the DMV wouldn't accept a student loan receipt as another source of residency and I didn't feel like having to go back to the DMV with a receipt from my power company.
Each state and county is different with how they handle the application process.
