I stared at it some more....
I should have noted that the caliper goes ON the rotor just fine...it's only when I tighten the caliper bolts down...the wheel becomes harder to move.
It's Almost like the rotor is a bit too close to the caliper bracket. I wonder if the spacing is messed up somehow. I'll have to look at axle adjusters and spacers to see what's going on here.
