for those following along....long story short
one of the outer 'tabs' on the inner brake pad that should sit in the groove of the mounting bracket...was popping out and getting BEHIND the mounting bracket. Of course when you tighten the caliper to the bike, the pad would PUSH the caliper bracket into the rotor.
I put the outside pad on first like youtube videos showed...but I'd RECOMMEND putting the Inside brake pad on First to get that perfect THEN put the outside pad on.
Easier to avoid this issue
