I installed LED lamps as turn signals in those spots but wasn't happy with the visibility, so I connected them to the brake light and mounted separate signals. They look great as brake lights when they come on and suddenly make the tail light look larger.
Another possible consideration is that signals in the empty tail light spots aren't legal because they don't meet the DOT minimum distance between brake light and turn signal light.
