Engine builders: piston ring gap size

What gap sizes are you using for your rings? I'm measuring .014" (0.356 mm) for my top and .020" (0.508 mm) for my second ring. I'm using Wiseco 12.5:1 +2mm pistons and rings.

1. Does it matter where you measure your ring gap in respect to position inside the cylinder?

2. Are you using Kawasaki spec ring gaps or piston manufacturer's?

Kawi specs:

Piston Ring End Gap
Standard:
Top 0.15 ∼ 0.30 mm (0.0059 ∼ 0.0118 in.)
Second 0.40 ∼ 0.55 mm (0.0157 ∼ 0.0217 in.)
Oil 0.20 ∼ 0.80 mm (0.0079 ∼ 0.0315 in.)

According to Wiseco's table of ring gap for high performance street:

64mm/25.4 = ~2.52" x 0.0040 = 0.0113" top ring
~2.52" x 0.0055 = 0.01386" bottom

From the measurements I got, I am way off. What's the deal? I measured both ring sets that came with the piston at the top of the cylinder using the piston to square the ring in the cylinder.
