sorry guys, i implied when i said carbs off bike that i was following the manual's instructions and using a aux fuel tank.

i ended up trial and error on the tangs to see different levels and in doing so realized why the manual states "several turns" of the drain bolt. that actions appears to help evacuate the air bubble that forms.
