Another CCT Post (This one HASNT been answered in previous posts)

Was removing and cleaning my CCT, when I went to put the middle bolt on (the small black one) it won't tighten properly, it'll get to being just snug and then if you try to tighten anymore it'll become loose again. So my question is, what is that bolt for? Is it basically just a "dust cover" for the CCT spring or does it actually do something. The reason why I'm asking is, if its just there to cover the hole up so nothing can get in it, I'll just throw some LOC-TITE on it and get it snug so it won't vibrate out. But if it actually serves a purpose other than covering the hole up I'm going to have to but a whole new CCT, if I can't find a matching bolt, which I'm sure I won't be able to.
