There is an old story about 2 hikers going for a hike when a bear starts to chase them. The first hiker stops and puts on a pair of running shoes. The second hiker says "you fool you can't out run a bear" The first hikers says "I don't need to out run the bear, I just need to out run you"
Kind of the same way with bike thieves. I don't have to be 100% able to stop them, I just have to make my bike harder than someone else's.
