Sounds like some type of intake restriction or carb slides not lifting correctly to me, but could be fuel-flow related also.
Were the carb diaphragms in good shape? Were the carbs clean inside? Did you remove and clean all the jets, holders, idle mixture passages, etc?
Check that the slides rise and fall smoothly.
Temporarily remove the air filter and see if that changes anything.
