Petrol coming out of airbox is major problem! Routing of hoses may be mixed up. Overrlow hose should be draining straight to ground near centre of bike. Need to pull carbs for complete overhaul.
As for lights not coming on, might be worn-out ign-switch. Measure voltage on output wires at switch itself. If power isn't coming out at source, it's not gonna make it downstream to bulbs.
