Any signs of cracking on the sidewall?

What is the brand and manufacture date of the tire?

The date is 4 numbers in an oval like "3610". First two are the week of the year (36th week) second are the last two digits of the year (2010).

That is pretty serious in my book. I wouldn't ride on it.
