Did you inspect bore of master-cylinder for roughness or corrosion?
Let's separate Master & Servant to isolate where problem may be.
1. disconnect banjo-bolt at master outlet
2. cap off hole with single crush-washer and short 10mm bolt.
3. step on brake-pedal
Is it firm and immovable?
