First how do you know it's the rings? If the cylinder is just glazed you can hone the cylinder and install new rings. You can get a larger ring and cut your own ring gap if it is that far gone. But the pistons might need to be knerled to stop them from rocking. At that point I would just over bore.

I did a wet compression test and it brought compression up to 180 from 70-90 psi. Can't tell if cylinders are just glazed or rings stuck without pulling the head.
