I don't have a Dremel tool, grinder or chain breaker. Will boot cutters cut the chain off? Is it easy enough to disconnect the swingarm and just pull the chain out that way?

While it is chain slack - others such as MCN and CycleWorld have also used slack and tension in their writings. Also back when long travel suspension was invented on MX bikes they had chain tensioners as some bikes had a long distance between front sprocket and swingarm pivot which meant wide swings in the amount of slack or tension on the chain.
