Turn Signal issue, looking for opinions

So I'm fixing this 09 250r for a friend and I could use an opinion or two on how to proceed. So here's the issue. This guy bought the bike used and the previous owner had LED effect lighting installed. When the lighting was installed the guy who did it did a horrible job connecting all the wires, they all worked but the wires were loosely connected and taped together and were just kind of stuffed on top of the battery and not cleaned up or cut to lenght or anything. Also, the owner of the bike told me that when the LEDs were installed the turn signals started having problems, one of them stopped working and they all stopped flashing.
So over the last few days I've redone all the wiring, cut them to length, used real connectors instead of twisting them together and taping... the LEDs are set. I figured out why the one turn signal wasn't working; the guy who sold my friend the bike obviously lied to my friend because the turn signal that didn't work was just missing a bulb. After I got all these problems worked out I tried the turn signals and sure enough they don't blink. So I bought a new flasher relay, installed it and still no flash.
I traced out the turn signal circut and couldn't identify any faulty component other than the relay and after some thought I came up with a theory
Theory- The LEDs are drawing power from the system (even when off) and as a result the relay isn't receiving enough power to trip it back to off.
Solution 1- remove the LEDs and accept them as a loss. I haven't tried disconnecting the LEDs yet because when I put the new relay in I was running through the garage on my way out and didn't have time to mess with it more.
Solution 2- open up the relay and try to identify the reason it's not tripping and try to tweak it. I'm work with electronics and electronic components as a trade so this shouldn't be beyond my skill level.
I was just wondering if anyone else had any other ideas or tips so that I can get this bike back on the road safely.

oh, P.S. I see that the wiki entry says this (LED turn signals), but I'm having an issue with this (LED effect lighting in combined with incandecent turn signals) :-)

Is the signal relay/flasher getting power?

If not, is the fuse for the signal relay/flasher getting power?

If not, is the signal switch at the grip closing the circuit when actuated?

If not, is the signal switch at the grip receiving power?

1) Yes I've even put the flasher up to my ear when flipping the turn signal switch to ensure that the relay that I replaced is making the correct contact. I haven't opened it up yet but I did hear the connection flipping and the lights come on so power has to be running through there. I'm just kind of guessing that it's not enough which is why it's not flipping on and off

2) the fuse is fine

3&4) Has to be good. the correct sides are coming on, i.e. when I signal left the two left lights come on and same with the right, they just don't flash, they come on and stay on

Does anyone know what the power requirements for the relay are? I was thinking that I could put my multimeter between the contacts but even if I did I wouldn't know if the reading is good or not with out knowing the specs.

are you using the oem thermal flasher relay or an electronic one? I recommend switching to a electronic one. What is the voltage readings? does the turn indicator light up on the dash?

Using the OEM thermal one, do you have a link to a decent electronic one, hopefully one that I can run out a pick up from an auto parts store of motorcycle shop? I'd love to switch it over if it'll let me keep the LEDs hooked up and get the signals flashing

should be battery voltage when running, about .5v less than battery when not running.

Yes, the green turn signal light on the dash comes on and stays on with the turn signals.

I just installed bikemaster flush mount on the front, Non-LED, and now my blinkers are a little faster. Not sure why since the bulbs are the same as the OEM.

I think I have knock off bikemasters flush mounts. Mine blinked too fast too so I just got the electronic relay to control the blink. Just took the stock one into AutoZone and got a replacement.
