I am 5'4 with a 27.5 inseam and can flat foot on one side. Just shift your butt around to get your foot down. I normally tend to tip toe on one side, dont see the need to get my whole foot down but you being in a hilly area might be different. Ive been on a few hills that when Ive went to set my foot down I got the "oh sh!t the ground is further" but managed to tip toe. I think most people tend to freak out which leads to laying the bike down.
