I'd suggest starting a new thread. It has nothing to do with NDAA or SOPA. It's more about not letting Facebook be the sole arbiter of identity on the Internet by default, and push for one that's fundamentally more secure.
Whether the effort to develop a standard is under Commerce, DHS, NSA, or elsewhere, is an interesting political discussion, but is less important than the effort itself. At some point it would probably make more sense to end up at NIST anyway.

I just lumped them together, I suppose you are right. Since SOPA is about limiting content you can access and this is about each internet user having a specific identity.
